The American Council on Excellence, a group of doctors, professors and businessmen dedicated to promoting patriotism, health, wellness, education and leadership, has launched an effort to impeach the President of the United States Barack Obama and the Vice President Joe Biden, citing numerous instances of the administration violating the Constitution.

“How many Unconstitutional Acts does it take to violate one’s oath of office?” asks Murfreesboro resident Dr. Jay+. Below is the text of the impeachment petition.

WHEN IN THE FACE OF ULTIMATE TERRORISM, it becomes imperative for American Citizens to remove those Political Leaders whom have violated their Sacred Oath of Office to protect The People whom they represent, to be honest with their promises, words and deeds, to promote Justice, to provide for the Common Defense, to insure domestic Tranquility and secure The Blessings of Liberty to its Citizens and their Posterity, This Cause of Action to Impeach the United States President and Vice President, namely Barack Hussein Obama and Jospeh Robinette Biden Jr., is a Requisite for the following Reasons.

WE HOLD THESE TRUTHS TO BE SELF EVIDENT, THAT AMERICA IS A REPUBLIC OF THE PEOPLE, BY THE PEOPLE AND FOR THE PEOPLE, and as a Nation where the Rule of Law is established by ‘Lex Rex,’ it is not a Monarchy, where ‘Rex Lex’ rules, nor where One branch of Government, namely the Executive Branch, is allowed to circumvent the Congress, or the Courts, by going around the Constitution by which all branches and politicians are duly authorized to be mere Representatives of The People and not emperors, tyrants or kings. Sadly, President Obama and Vice President Biden have violated their Sacred Oath of Office by acting as Monarchs, by instituting Obama Care and policies that force an unfair, tyrannical, onerous and expensive health care plan on Americans, by repeatedly going around Congress with Executive Orders to push Immigration, the closing of Guantanamo Bay, racial unrest in several domestic cities, the release of five radical Islamic terrorists for exchange of one Army deserter, by placing un-reasonable, dangerous Rules of Engagement on U.S. troops in battle, and by a litany of unjust Actions which imperil America’s defense and safety.

1. Said Executives have endangered the safety of all Americans by a policy to bring Syrian refugees to this Country against the Will of the People and several sovereign States such as Texas, Michigan, Massachusetts, Arizona, Arkansas, Louisiana, Florida, North Carolina, Alabama, Mississippi and others.

2. Said Executives have violated the National Trust Level of Americans by promising health care coverage and reform, low unemployment, increased wages, less National Debt and a higher Quality of Life all at reduced costs for workers and their families. Instead, Americans face inflation due to record deficit federal spending, excessive regulation, cancerous government growth, rising unemployment, and unfair Federal Reserve policies unlike any known in America heretofore. According to recent studies, nearly 90 percent of Americans distrust their federal political leaders, up from less than 20 percent in the 1980s under President Reagan. Such change depicts the demise of vital Trust that is quintessential for the preservation of our Republic.

3. Said Executives have imposed health care policies pushing birth control practices and abortion rights without regarding the unborn’s Right to Life and have funded millions of dollars to Planned Parenthood to perform partial birth or late term abortions against the Will of the People and without regard to the Declarational Truths which endow all Americans with Life, Liberty and the Pursuit of Happiness and Property. They continue to do so even after many executives of Planned Parenthood were found harvesting or preserving unborn baby parts to sell or trade in the marketplace. Even as some are Pro-Life the President and his administration have aggressively forced Obama Care birth control mandates on employers such as those of traditional Christian faith, like Hobby Lobby, or the Catholic Church and its employees.

4. Said Executives have nominated progressive monarchy judges on the Courts to further a liberal agenda of abortion rights, mandated health care, amnesty for illegal immigrants, more federal regulations, same sex marriage, or radical Muslim terrorism which has proliferated the expansion of Islam domestically and internationally against the Will of the People and several sovereign States such as Texas, Michigan, Kentucky, Tennessee, Georgia, South Carolina, Massachusetts, Arizona, Arkansas, Louisiana, Florida, North Carolina, Alabama, Mississippi, and numerous faith based organizations. These judges have acted as Monarchs imposing their prejudices or mandates on the Will of the People or the sovereign states, such as in the June 26, 2015, Supreme Court ruling that imposed its Court mandate on Kentucky, Tennessee and 12 other states which had laws against same sex marriages or which supported traditional family values. In doing so, these ‘Constitutional traitors’ have destroyed the traditional family unit of one man/one woman to define the sacrament of holy matrimony. Not even the Pope knows fully the damage this promises to our society as a whole.

Many say that ISIS, a Middle Eastern group fighting for Islamic rule and sharia law, must be destroyed, and that Obama’s “head-in-the-sand” approach is putting America in danger.

5. Said Executives have reduced the size and effectiveness of the U.S. Military as a whole which endangers the safety, welfare and defense of ALL Americans by refusing to preserve the Army, Navy, Marines, Air Force or Coast Guard and by imposing dangerous, arbitrary and capricious Rules of Engagement on those veterans who are deployed in war or international conflict zones such as Syria, Iraq, Afghanistan, Libya or elsewhere. They have restricted the ability and Right of the Military to fire first and to protect themselves in hostile territory which places troops in great disadvantage and brings grave risks to our Military. Neither of these executives exhibits the Quality of Leadership that is known to command respect of the Military from enlisted soldiers to the highest generals. On Nov. 17, 2015, at a major press conference, VP Biden said: “There is NO existential threat from ISIS” and just hours after the killing of 130 people and the wounding of over 350 others in France, ISIS claimed victory over the success of their attack in Paris and their ability to spread terrorism around Europe and the world. Just hours before the fatal attacks in Paris, President Obama promised America was winning in their war against terrorism by being able to “contain ISIS” (which he still calls ‘ISIL’). This ‘head in the sand’ strategy that Obama and Biden defend is a total, dismal, heinous failure; it is in fact an invisible strategy which has failed completely in halting the mass killings of ISIS against Christians (whom they crucify in public), women (whom they rape, torture, and disfigure by cutting off their breasts and female organs), infidels and Jews (both whom they must kill to enter heaven and earn their 79 virgins) Kurds, liberal to moderate Muslims (Sunnis, etc.) and civilians. At least four times in a world-televised press conference at the G-20 meetings in Turkey, Obama was asked why his “invisible head in the sand” strategy was not working, or why it clearly has served to help grow ISIS, (in only its second year) to which he replied: “Why do you keep asking me the same question?” The answer was clear: Because your strategy isn’t working and we are wanting you to admit it so we can try a strategy or mission that will actually work. Obama’s press conference was a shame as it showed his resistance to taking on ISIS, which most war experts say was born during Obama’s second term after he prematurely pulled most US troops from Iraq after it took years to stabilize that war-torn country. Our allies are appalled by this, as is evident in a former UK member of Parliament, John Browne, who said recently on international television: “This shows a complete lack of leadership by President Obama.”

6. Said Executives have violated the Will of Senior Citizens by excessive record spending and policies which promote inflation, stagnation and the devaluation of the U.S. dollar or its viability as the World’s Reserve Currency. In doing so, the savings and retirement nests of millions of senior and middle aged citizens have eroded and many Americans face great difficulty making ends meet. With decreases in Federal Reserve interest rates, and unfair lending practices, millions of U.S. citizens have discovered their savings or retirement accounts have dwindled. Others face unprecedented foreclosure rates on their home mortgages and secured loans. Seven years into this administration, it is clear most Americans feel betrayed by the hundreds of broken campaign promises made by a President and Vice President who have ignominiously failed to grow the economy, counteract inflation, safeguard their savings, restore faith in the dollar, or balance the federal budget. Broken promises are destructive, willful lies and the unprecedented distrust in government may be why fewer than half of Americans feel they can give their children a better future. It may also reveal why over 40 percent of Americans are on food stamps or other forms of governmental aid. Such disturbing trends, if they are not reversed, will very likely bankrupt our once great Nation.

7. Said Executives have endangered the safety of all Americans by pushing policies to open trade with Cuba, after President Kennedy and Congress closed it due to its communist regime and crimes against humanity, and by allowing Russia to fight ISIS in Iraq and Syrian, against the long standing practices of the Truman Doctrine. They have gone around Congress on so many major trade and foreign policy priorities such as the Iran Nuclear Arms Agreement, when the Obama administration went to the UN instead of Congress to gain approval; the Cuba trade engagements, or the Immigration Reform Executive Order of November 2014 that clearly violates the President’s Constitutional authority. The media record shows on 22 separate occasions before this, the President admitted he “did not have the authority” to reform Immigration laws or policies so it would be incumbent on Congress to do so. Yet, he defied his own words when he went ahead and signed yet another Executive Order to reform long standing Immigration law and practices. Neither the Judiciary nor the Executive Branch have the right nor authority to legislate laws or social policies. That is the sole prerogative, authority and right of Congress alone, whom are duly elected as representatives of The People. As the Judiciary is subject to the laws and dictates of Congress, so is the President and Vice President. This is known as “the separation or balance of power.” Despite this fact, Obama and Biden continue to “go around Congress” by appealing to the United Nations (with the Iran Nuclear Deal), social media (with Obama Care and same sex marriage policies) or anywhere other than whom they are legally and constitutionally required to report.

8. Said Executives have failed repeatedly to support and defend our democratic allies, such as Ukraine, France, South Africa or Israel, the latter being evident in the hesitation of Obama to meet with Israel’s Prime Minister in the negotiation and ratification stages of the Iran Nuclear Deal. Instead, his administration and Secretary of State Kerry meet for months with Iran officials and other European leaders to negotiate and ratify a Deal that could ultimately lead to the total annihilation of Israel. Why would we fail to honor our strongest democratic ally in the middle East by “going end-around” Israel in a strategy that totally ignores the very partners with whom we have a long standing commitment to, since the 1948 birth of Israel and the tenure of President Harry Truman? May we be reminded of an ancient proverb that says: “The nation that blesses Israel shall be blessed; but those nations who oppose or condemn Israel shall be cursed.” This horrendous strategy of ignoring or not supporting our democratic allies is asinine, traitorous, pathetic, and totally un-American. Such “reverse support strategies” alone are viewed by some as an “Indian giver” falsity and considered by many foreign policy and Constitutional experts as “substantial grounds” for impeachment.

9. Said Executives have repeatedly violated the very “Rule of Law” which authorizes government to act by allowing “Sanctuary Cities” such as San Francisco and others to skirt federal law which the Executive Branch is legally required to defend, uphold and enforce. Both President Obama and V.P. Biden have acted, in doing so, as if “they are above the law.” Perhaps, no Presidency before this one has shown such a blatant disregard of the law. Instead of enforcing all federal laws equally, this administration has picked the ones they favor while seemingly ignoring the rest. Sanctuary cities continue to allow illegal aliens in, many whom are known felons or drug users. The result often is anarchy in the streets, or riots in cities such as Baltimore, Ferguson or on U.S. college campuses. This “pick and choose enforcement strategy” is confusing because it makes the citizenry believe the Executive Branch is above the law. If America is a nation where the “Rule of Law” and “Rule of Civility” reigns, then shouldn’t the three branches and all levels of government, especially the highest branches, model, enforce and obey both?

10. Said Executives have allowed an “Act of War” to be committed against the United States by failing to defend the American Ambassador and his guards in Benghazi, under the authority of the President, Vice President, and Secretary of State Hillary Clinton. Instead, of supporting the Ambassador and his guards, the administration and Secretary of State Clinton failed to respond to requests for additional troops to protect the American Embassy and instead blamed the attack on a “video movie” that was later discovered NOT to be the reason for the attack. When has America ever before had an Ambassador injured, killed or beheaded in such a heinous manner? Even Chamberlain the former PM of the United Kingdom would not have set back and failed to respond militarily if Hitler had killed, injured or beheaded a British Ambassador. When Obama and Biden elected to blame the murder of the American Ambassador and his guards on a video it was a reprehensible, unconscionable and felonious Act of Treason.

In light of the above oppressions and violations of their Duty and Oath of Office to defend, preserve, and uphold the Constitution of the United States of America and the Declaration of Independence, which is the spiritual and legal Charter of America, we humbly submit this Divine Law Petition to Impeach the President and Vice President because of their many oppressions and violations and due to them being deaf to the voice of truth, justice, and of consanguinity. In no way, are these oppressions and violations inclusive of all their wrongs, but after nearly seven years in the Chief Executive Office it is clear they have no intent of upholding the Constitution or changing their treacherous ways.

According to Article IX: “The enumeration in the Constitution of certain rights (such as the Will of the People to petition Congress), shall NOT be construed to deny or disparage others retained by the People.” This Petition is based on this Right of the People to Petition Congress for a Vote on Impeachment and is hereby submitted with this request. Furthermore, according to Article X: “Powers not delegated (to Congress, Executive Branch or the Judiciary), nor prohibited by it to the States, are reserved to the States respectively, or to the People.” WE, THEREFORE, THE UNDERSIGNED CITIZENS OF THE UNITED STATES, APPEALING TO THE SUPREME CREATOR OF THE WORLD, in the Name of the Father, Son and Holy Spirit, do hereby Petition Congress, both the House and the Senate of the United States of America, for an immediate Impeachment Hearing to consider, weigh and assess the Unconstitutional Acts, Oppressions and Violations that President Obama and Vice President Biden may have done in their approximate Seven Years in the Oval Office.

HENCE, WE HUMBLY IMPLORE OUR CONGRESS TO INITIATE AN IMPEACHMENT HEARING AGAINST THE PRESIDENT AND VICE PRESIDENT, based on the principles and rules delineated in the U.S. Constitution and in light of Divine Law and the Rule of Law historically. With a firm and faithful Reliance on Forgiveness, Love, Grace and Divine Providence from whence all good things come, we submit this Petition and ask for a Vote from the House of Representative and Senate once a fair, impartial and honest impeachment hearing is undertaken, investigated and completed. For the support of this Petition, with a reliance on “truth, justice and American traditional values,” we ask for the wisdom of God, which Jefferson coined as “Divine Providence” to be with you as you debate the merits of this Petition, and do hereby mutually Pledge to each other our Lives, our Fortunes and our Sacred Honor.
